Independent Consultant. Mr. Dickover is an established human performance technology consultant, with expertise in knowledge management, performance centered learning, usability, facilitation, work culture transformation and organizational change. He has a Master of Science degree in Cybernetics and General Systems Theory focusing on organizational change and a bachelor's in Anthropology. Mr. Dickover has been working with Communities of Practice in both DoD and health care organizations since 2000. In this capacity, Mr. Dickover is currently working as the Emerging Technology Lead for the DoD CIO IT and Investment Policy Directorate, and is supporting both the Defense Acquisition University and the Navy Director of Career Acquisition Management in their efforts to improve competency management and online course management.
