Paul Huang is a Branch Chief in the Department of Homeland Security (DHS) Federal Emergency Management Agency’s Mitigation Directorate. Mr. Huang oversees outreach, information technology, and program planning and strategy for FEMA’s largest performance-based program Risk Mapping, Assessment, and Planning (Risk MAP). With Mr. Huang’s leadership FEMA’s Flood Map Modernization program was rated as one of the top 5 managed programs in the Department. In his roles, Mr. Huang collaborates closely with FEMA’s 10 regional offices, a multitude of staff and contractors, and closely with local, state, and federal officials. Mr. Huang also collaborates with local and State officials as well as other Federal Agencies to coordinate data collection and risk communications ensuring optimization of local and Federal resources. Additionally, Mr. Huang has recently assisted in the successful delivery of the FEMA Flood Map Modernization program, which took paper-based flood hazard maps and modernized them into geospatial products for 92% of our Nation’s population.
